If there are "Well-to-do", are there also "Well-to-don'ts"?

The New York Times has a code word for people who work hard and earn their own money. They are called the "Well to do". It's not even a grammatical phrase--"Well to do" what? It is a sneering way of referring to people who make their own money without stealing it from others. The Times recently referred to this term in the context of a certain demographic that Marco Rubio was reaching out to. But you will never, ever hear of wealthy liberal democrats called "Well to do".

It started me thinking. If there are "well to do" people, shouldn't there also be "well to don't" people, that is, people who get money simply by doing nothing? Aren't people on welfare "well to don't"? They get money and do nothing in return.
I think the Times should write articles talking about the Well to Don'ts and how they have money, an apartment, TV, food, and yet they don't work for it.

Don't hold your breath waiting for such an article, however.
