Liberals can't figure out why homeless shelters are dangerous.

The Police Department will help the Department of Homeless Services come up with a security plan for the more than 250 shelters across the city. The police will also retrain the homeless agency’s 600 peace officers in defusing conflicts.

Really? How do they defuse conflicts with their current training? If there are 600 "peace officers" already there and the homeless are still stabbing each other, what kind of "retraining" could stop that?

And the city will revive a program, abandoned in 2010, that offered counseling and other services within shelters to families at risk of domestic violence.

Families "at risk" of domestic violence? At risk from whom... other members of the family? Why can't they write in English? These people aren't "at risk". They are being beaten by their men.

while there has been talk of having actual police officers keep the peace in shelters, this is problematic because it might give residents who fear police harassment and arrest even more reason to stay on the streets.

The liberal mind: if you have actual police patrolling, it may deter criminals from going to homeless shelters.

Further, the changes do not go to root causes — old problems like the human pipeline that sends many troubled inmates released from upstate prisons directly into the city’s shelter system. And the fact that the city’s 27 mental health shelters, home to a heavily disproportionate share of violent incidents, have borne, by default, a growing portion of the city’s mental health care burden.

Ah! Buried in paragraph #954 is the real answer. When you decriminalize drug use, as many liberal states have, and when you release many insane people from mental hospitals, and these same people end up in shelters, what else can you expect? The answer is not a "retraining" of "peace officers". The REAL answer is two-fold:

1) Put drug addicts in jail

2) Put insane people in mental hospitals.

Homeless shelters aren't as secure as jails. Homeless shelters aren't as secure as mental hospitals. They are meant to be simple shelters, not a setting for Mad Max movies.
Meanwhile, the liberal answer is always the same: more money

It will take management skill. But it will also take money.

No. It it will take locking up people who are a danger to society. But that answer will never occur to the New York Times. All we need is a little more money, a little more "training", to solve the insolvable.
