Awarding delegates by congressional district is very undemocratic



In many states like Wisconsin and New York, many delegates are awarded by congressional district, that is, if a candidate wins a congressional district, he gets three delegates.

The problem with that system is that in a party primary, congressional districts drawn for Republicans have a lot of Republican primary voters, while districts drawn for democrats have very few Republican voters. A district in northern New York State could have tens of thousands of registered Republicans, while one in Manhattan may only have a thousand or two. And yet, the votes of those one or two thousand in Manhattan would be worth the same number of delegates as the one based on tens of thousands of voters upstate.

Nothing requires party primaries to be fair, or based on one man one vote. But common sense says that the will of the party members are not being expressed fairly when a few hundred people on the Upper West Side have the same influence as thousands by the Great Lakes. State parties should change their system to award delegates proportionally based on statewide tallies, so each vote will have an equal weight.
