Rule changes to help nominate a conservative in 2020


Politico made astute notice of the fact that while Donald Trump will have the votes to get nominated, it is Ted Cruz who will have control of the convention machinery, by virtue of his success in delegate placement in the GOP convention.

In light of that there are two important rule changes that Politico mentions that would improve the chance for a conservative to win the nomination in 2020.

The first would be a rule change for 2020 that penalizes states that allow democrats and independents to vote in Republican primaries. It is up to states to decide their own rules for primaries, but the national Republican party can penalize states if they make certain choices. One example is that if states do "winner take all" primaries too early in the cycle they get penalized. That's why the GOP should consider a rule change that knocks down the number of delegates a state sends to the national convention by 25% or 50% if states allow democrats or independents to vote in the GOP primaries. Republican primaries should not be allowed to be hijacked by non-Republicans. In states where that is allowed like South Carolina it allows leftist Republicans like Lindsey Graham to thrive.

The second rule change for 2020 that would be desirable is to penalize states, also perhaps with a 25% or 50% delegate haircut, that allocate delegates through winner take all rather than by proportional allocation. In a crowded field that allows one candidate with as little as 30% of the vote to win a disproportionate number of delegates, and allows a candidate, like Trump, who has only won the votes of a minority of Republican voters to be chosen as the nominee. Additionally, while conservative southern states often use proportional rules for allocating delegates big liberal states like New York and New Jersey are "winner take all", robbing conservative candidates of any delegates. It's unfair for liberal states to award all their delegates as "winner take all" while conservative states award them proportionally, and states should be penalized for awarding delegates using the winner take all method.

These changes would give a conservative more of a chance to win the nomination in 2020, assuming Hillary wins in 2016, which seems very likely, or even if Trump wins but turns out to be a big disaster and could be challenged in the 2020 primaries.
