The Iraq War "mistake" is not what you think

Last week Jeb Bush got stumped when asked if the Iraq War was a mistake. Yesterday it was Marco Rubio's turn. Looking like a deer frozen in headlights, he had this exchange with Chris Wallace

“So was it a mistake now?” Mr. Wallace asked.

“I don’t understand the question you’re asking,” Mr. Rubio said.

(That's a scary response from a man who wants to be the Republican nominee, isn't it?)

So let's see if we can help Senator Rubio and Governor Bush out. The first level question is, Was the war with Iraq a mistake by decision makers, knowing only what they did at the time the decision was made? It was clearly not a mistake, because the intelligence indicated that Saddam Hussein was developing nuclear, chemical, and biological weapons (in the aftermath, we only found chemical weapons, but the media doesn't seem to care about those).

Now onto the second level question, which is the one that Senator Rubio could not understand. Knowing what we know now, was it wrong to go to war with Iraq under George W. Bush?

Even though Saddam didn't have weapons of mass destruction, he was causing a lot of problems at the time. He was slaughtering Kurds and Shi'ites with chemical weapons by the thousands. He was trying to end our enforcement of the no-fly zone by repeatedly trying to shoot down our planes. Other nations were helping him evade the sanctions. He had a history of invading Kuwait and threatening Saudi Arabia; if he had succeeded in ending the no-fly zone, he could have picked up where he left off. He was a proven threat to the region.

However, the mistake was not going or not going to war with Iraq under George W. Bush. The real mistake was the conduct of the war, the first war with Iraq, under George H.W. Bush. What everyone is talking about is the second Iraq or Gulf War. The real mistake can be found in the first one.

The first war was a response to Iraq's invasion of Kuwait and threat to Saudi Arabia. Nearly everyone agrees Saddam couldn't be allowed to have so much oil resources under his control. So the first war was clearly justifiable.

The mistake lies in how the first war ended. We defeated Saddam's military forces but we didn't remove Saddam. The first President Bush was afraid that if we removed Saddam, Iraq would splinter into chaos.

So what happened when we removed Saddam in the second Gulf War? Iraq has splintered into chaos!

Iraq was kept together by the dictatorial force of Saddam, a Sunni Muslim dictator. When he was replaced by a Shi'ite Muslim government, instead of the Shi'ites being repressed, the Sunnis became repressed. The success of the Islamic State is due in large part to the human rights abuses of the Shi'ite government against the Sunnis. Shi'ite "militias", death squads armed and actually controlled by Iran, have committed murders and ethnic clensing against Sunnis on a large scale. What did people expect to the Sunnis to do in response, sit calmly down and eat some falafel? (This is not to defend the IS in any way--the IS is at least as bad as the Shi'ite militias, when it comes to human rights abuses.)

What should have happened is that we should have removed Saddam after the first Gulf War when we had the chance, and we should have dismembered Iraq into three separate states--Sunni, Shi'ite, and Kurd. Iraq isn't really a real country, it's an artificial creation of European powers, and just look at the result.

Policymakers didn't want to do this at the time because th

Who should be excluded from the Republican debates?

We all know that if the Republican debates include all the declared candidates that it's going to be a circus. Each candidate will only get to speak for a few minutes and we won't learn much. We'd learn more if the debates were limited to the candidates who had the greatest chance of getting the nomination.
